Igor Luksic, Prime Minister of Montenegro


Igor Luksic was born on 14th June 1976, in Bar, where he finished elementary and high school. He graduated from the Faculty of Economics in Podgorica, on 10th June 1998, course entrepreneurship. At the same Faculty he obtained a Master’s Degree on 3rd October 2002, the topic "Spontaneous Order and Transition” and a Ph.D. on 10th September 2005, topic "Transition - Process of Achieving Economic and Political Freedoms."

 

In the period June 1998 - February 2000, he worked as the assistant on implementation of assistance programmes of the European Commission "Obnova" in the Ministry of Foreign Affairs of Montenegro. From February 2000 to January 2001, he worked as an advisor for international relations in the DPS (Democratic Part of Socialists).

 

In the period from January - May 2001, he performed duties of the Secretary in the Ministry of Foreign Affairs.

From March 2003 to June 2006, he was a parliament member in the Parliament of Serbia and Montenegro. He was four times elected a parliament member of the Parliament of Montenegro (in 2001, 2002, 2006 and 2008). In the period from January to April 2003, he was the advisor to the Prime Minister for Public Relations.

From March 2003 to February 2004, he served as the Deputy Minister of Foreign Affairs of Serbia and Montenegro.

 

Since February 2004, he was elected to the position of Finance Minister four times, and since December 2008, as the Deputy Prime Minister twice. During his mandate, he initiated a series of legal solutions and projects with the objective of further reforming the public finance and tax system, improving the business environment and eliminating business barriers, structural reforms, etc. He is the youngest Minister and Deputy Prime Minister in the Government of Montenegro.

 

In 2006, he was nominated for the Governor on behalf of Montenegro in the World Bank and in the European Bank for Reconstruction and Development. Docent and a Lecturer on the Faculty of International Economics, Finance and Business in Podgorica, on the subject of Economy and Development and Market Process, and during summer semesters 2004, 2005 and 2006 he was the assistant to the course on Entrepreneurship on the Faculty of Economics.

He completed several special courses and trainings: Special Course, Diplomatic Academy of Vienna, 1999; U.S. Visitor Program, Washington, 15th March - 1 April 2000, Summer School of Economics G17 Belgrade, July 1998. He has participated in a number of conferences, seminars, conferences, scientific meetings and he has engaged in NGO projects in the past. He is a member of the Committee for Economic Sciences of the Montenegrin Academy of Arts and Science, the presidency of the Democratic Party of Socialists and the Presidency of Basketball Association of Montenegro.

 

In the fall of 2001, he published a book of poetry and prose "Book of Laughter".

He is fluent in English, fair in French and Italian.

Married to Natasha and has daughters Sofi and Daria.
