The Governor of the Central Bank of Montenegro

 

 

He was born on 3 April 1961 in Novakovići, the municipality of Žabljak.

 

He graduated from the Faculty of Economics in Podgorica in 1985. Two years later, in 1987, he earned Masters Degree in Economics on the subject “Interdependence between investment efficiency and economic structure in Montenegro”.

 

After completing his traineeship in 1986, he was appointed Financial Director of the Auto-Moto Association of Montenegro.

 

In the period 1992 – 1996, he was appointed Secretary of the Directorate of Public Revenues where he was actively involved in the taxation reform process.

 

He was appointed Director of the Clearing and Payments Agency (ZOP) Subsidiary Podgorica in 1999, and later as of 2001, he was the most responsible person for payment system operations in Montenegro.

 

After the integration of ZOP into the structure of the Central Bank of Montenegro, he was appointed Deputy Director General of the Central Bank of Montenegro for Payment System Operations.

 

In that period, he was one of the key reformers of the payment system operations in Montenegro, when he was elected President-Coordinator of the Interbank Committee for the Payment System Reform.

 

He was the acting Director of the Pension and Disability Insurance Fund from February 2004 to January 2005, when the Managing Board appointed him the Director of the Pension and Disability Insurance Fund. He was reappointed to the same function in January 2009.

 

He was an MP of the Parliament of Montenegro and the Parliament of the State Union of Serbia and Montenegro in many Parliament sessions.

 

He participated on boards in two commercial banks – Podgorička banka (before privatization) and Prva banka Crne Gore, as the representative of the state capital.

 

He chaired the Managing Boards (Boards of Directors) of Servisimport, Central Depositary Agency and Lovćen Insurance.

 

He was a member of many supervisory and audit committees, the Committee for the Economy, Finance and Budget of the Parliament of Montenegro, the Statistical Council of Montenegro, the Institute of Accountants and Auditors of Montenegro, the Economic-Social Council, and boards and working bodies of the Government of Montenegro.

 

He published many scientific papers, contributions and overviews on various economic and social topics:

-        investments and development

-        structure and structural changes

-        payment system reform

-        economic-social policy

-        pension system reforms.

 

He participated in many domestic and international conferences, seminars and economic forums:

 

-        International Conference of Clearing Institutions – Skopje, 2003;

-        Conferences at Joint Vienna Institute (JVI), World Bank (WB) and International Monetary Fund (IMF) in 2008 and 2009;

-        Financial Viability of Social Security in the Western Balkans Conference in Sarajevo (2008), organized by the World Bank;

-        Miločer Economic Forums 2006-2008 (presenting contributions);

-        Parliamentary Forum, Dresden 2010 – round table on the statutory audit;

-        Parliamentary Conference “Parliamentary Budgetary Powers & Budgetary Oversight”, Brussels 2010

 

He is married with three children.
